ACTIVITY
SUMMARY
1) MoU
signing ceremony

Finally,
the Mou had sign at 23 June 2016.

staff, ACIAR staff, UNTL, Australian Ambassy staff had join to this ceremony

the works plan list “after the MoU sign” could be starting
2) Desposition letter for MAF staff

After MoU sign, Celestino and DG had make a
desposition letter to Ministry for MAF staff who would join to this project

At July 2016, desposition letter had approved
and the MAF staff could part on this
project legally.
3) New
Bank Account

New
bank account had finish open now.

We just waiting for check book and maybe on
Monday Joana could take it.
4 4) ACIAR
asset
-
We had list the ACIAR project asset.
-
There was an a lot discuss in this objective.
The first choice was the asset give to MAF as MAF asset and not maintenance by
project. The second one was the asset would still used by project with a letter
from Ministry to continue the asset and project would maintenance it. DG had
made the second one choice to be choosed.
-
We had maintenance 6 motorbike for Fr’s (Jorge,
Joanita and Regina, 3 motorbikes) and ACIAR and MAF staff (Joana and Quinty, 2
motorbikes) also MAF staff district/livestock technical extension (1 motorbike
for Aristides Tavares as DG request).
-
For car, we still maintenance it now and not
finish yet.

For laptop, we still didn’t yet maintenance
because there was no shop could repaired the keyboard error (have to bring/order
from java) but we have 2 notebooks (for Joanita and Regina) and 1 laptop (for
Jorge) still in good condition to Fr’s use in the field.
5) Brainstorm
-
We continued to give Fr’s “brainstorm” after
MoU signed before they were go to field.
-
Before MoU signed, Geoffry had gave us a
challenge to learn about “how much does a cow eat in one day”. I had made a
some simple task for Fr’s in 2 weeks to understand that question and they had tried
to understand it. I give them a list of Cattle nutrition requirement (Kearl,
1982) and list of some feed nutrient content (Indonesian article source). They
had learned to make a good feed require to specific cattle from 2 feed type up
to 5 feed type. But after I back from Indonesia, they didn’t yet make a poster
(after MoU signed they didn’t motivate because their salary still didn’t pay)
and than we were busy to prepared all the letter and things to go to the field.

On 20 – 21 July 2016 we had a brainstorm
about Redi Kamodi by Quinty and business & marketing by Adelino. Another
topic likes cattle management and forage still can not be done because there
just had a little time and MAF staff busy too to prepare a MoU signing ceremony
with UNDANA and MAF.
6) Fr’s
Salary and contract
-
The Fr’s salary for 3 months (April, May and
June) had paid at 18 July 2016.

New contract had made and signed by Fr’s for
2 months (July and August). This was because there had a misunderstanding for
Fr’s about their perdiem, living cost, communication and fuel. Its were be
cleared after Geoffry come TL and discuss with DG.

Objective : 1) Fr’s contract from UNTL staff
for June who could be paid by ACIAR – MAF, 2) Allocation for Fr’s; 3) Brainstorm
and meeting schedule ACIAR – MAF – UNTL.

Objective : 1) project document; 2)
desposition MAF staff; 3) contract Fr’s; 4) Acivity plan.

Discuss : Fr’s ask about contract: a) there
was no explanation about when the Fr’s would get per diem; b) there was no
allocation for living cost in the field; c) who was responsible to assign Fr’s
monthly report.

Answer : a) the perdiem would give to Fr’s if
project invite or give them task out of their district (except 1 week in Dili
to report); b) there was no living cost on salary because the project used government
standard operation in payment staff. For this project, the Fr’s would paid same
as level 4 ($221.00) and get living cost and allowance for motorbike and extra
paid with total $285 before and $292 each month. But this maybe could get more
discuss with Geoffry to clear; c) Fr’s monthly report would sign/approved by
In-Country Project Coordinator.

Discuss : DG wants at least 22 July 2016 the
Fr’s have to go to field so on Monday they could make a work and early August
we could launching Redi Kamodi.

In-Country Project Coordinator : Led the
meeting, review all activities and explain about some planning would be to do.

Dean of UNTL : Dean appreciate with MAF and
UNTL collaboration. He suggested Fr’s would be honested, work hard, working
based on the ToR and respected to local authority.

DNP :
DNP suggested to all team have responsibility to make good coordination and
collaboration between team and other partnership, ACIAR – MAF structure led by
DG but if got any problems relation with ACIAR activity Director Livestock has
responsibility try to solve the problems.

Adelino
: Adelino just suggest Fr’s should have daily activity and in working at field,
Fr’s don’t make any promise to the farmers.

DG : DG explain about new open account
processing, assets from previous project (LPS 2009/036) continuing to use in
the new project (LPS 2014/038). He has suggested and promised too in the second
week of August we should be lounching the first Redi KAMODI.

Calisto : He was suggested about coordination
and communication were very very important for the team and also he was
wentioned about letter nomination from Secretary General to Antonino do Karmo
as In-Country Project Leader and Celestino as In-Country Project Coordinator to
attach with other letter nomination for several MAF staff and let’s all team to
know.
8) Field visit
22-27 July we go to field to introduce Fr’s to regional
leader.

Meeting in Atabae with Admministrador Sub
District Atabae, Chief Departement of Livestock District Bobonaro, Chief Suco Aidabaleten,
extension staff and ACIAR staff. All of the district staff welcome us and just
gave an advise to always communication and coordination with local leader and
especially extension who include in the project. The chief Suco Aidabaleten gave
an advise if available could take chief Suco and administrador Sub District go
to West Timor with farmers and MAF staff district to get some experience about
farmer groups.

In Atabae, we gave a motorbike (mega pro) to
Aristides Tavares to use as project asset to monitor and help Fr’s better than
before.
-
In Maliana, the Director of MAF District and
Administrador of District Bobonaro didn’t meet in Maliana so we just discuss
more with chief Department of Livestock District.
-
Aidabaleten. We got success story in there.
Our farmer from ACIAR 022 (Joao Marques) looks very happy and tell us about he
had sold 2 bull in this month ($880 and $430). The bull were fattening 8 and 10
months from September and November 2015 to July 2016. He still being continue
to keep 1 bull from before and take 1 young bull from forest to fattening.

LRC. we get there at 7 pm so we couldn’t get more
information but the bull looking good although the feed and water were empty. The
leucaena looking good with regular cutting but the grass not yet.

There were a launching of planting leucaena
and another animal feeds (king grass, waru, gliricidia and kaliandra) in Suco
Kairui by Ministry of Agriculture and
Fisheries.

At least, 10.000 leucaena seeds planting by 50
household (12 ha) in Kairui.

We meet Domingos da Silva Soares (our team on
Loes and as Chief Dept. of Livestock in Manatutu) and 2 extension who involve
in our training March, 2015 in LRC invite by Latino. They were talk about had
made a good farmers group in Suco Kairui and had a structure, they offer if
available they could involve of our training of trainer to make a better
farmers group in Kairui.

Team : Celestino, Made, Justino, Jorge, Maria
and Joanita.

Same : Meeting with Administrador of District
Manufahi. He welcome us to operate the project in district manufahi. He just
want us to always coordination with MAF staff district and police or local
security and could welcome and friendly with the farmers.

Same : meeting with Director MAF district and
Chief Dept. Livestock District Manufahi. They happy with this project could
continued in manufahi, after meeting on Arbiru Hotel in March 2016. Director
MAF district just remembered Fr’s to always coordination and work together with
extension and Livestock technic staff to increase farmer life better with
livestock.

Fatucahi. We find living place for Fr’s
especially Joanita and Jorge. Maria had family at Fatucahi so its best for her
to live with her family. Joanita want to get a guest house who ever she live
there before ($35 each month) and for Jorge, we find a Agriculture center
(CDCA) in Suco Klakuc for living there.

Meeting with coordinator of Agriculture
center of CDCA. He always welcome government program to operate in sub District
Fatuberlihu. He interest for the project doing to make a better life with
cattle and business oriented so farmers in Fauberlihu have to be change their
mind and could involved of this project. If available, he suggest to had a
communication or fuel allowance for extension so they could use it to work
together Fr’s staff on the field as horizontally and with their regional leader
as vertically.

Meeting with Administrador sub District
Fatuberlihu. The administrador welcome us and want us to always coordination
like this time to all regional leader and MAF district staff include local
police. The administrador request us to could work together with Chief Suco and
Chief Aldeia to implement this program who so many program and group had involved
and build in Suco Fatucahi, so if we don’t carefull to choose farmers and
didn’t work together local chiefe we couldn’t success.

Because chief suco Fatucahi had went to Same
so we just informed to their family and the following day, the Fr’s would
inform this project to chief suco and get meeting with chief Aldeia.

Track : Fatucahi – Dotik – Dili

There was a problem with Joanita. The guest
house she lived had increased the living cost about $60 /month. Joanita
couldn’t pay it so we go back to the guest house and move Joanita goods to
Maria house to several time until she get new living house.

Dotik : there were many cattle, pigs, chicken
and goats. But the infrastructure was not good anymore so the staff just
maintenance and produce that livestock as far as they could.
3.
PROBLEMS
- Until now, we
didn’t get second training ToT for all facilitator. We hope in the near
opportunities should be continue the training.
- All MAF staff who
involved in ACIAR project unclear about fee communication for each MAF
staff. They asked if Geoffry comes could discuss and make any decision
satisfy for all.
